that the SPCA has acknowledged your (or Brigitta's) concerns directly? If so, I'm shocked and relieved to hear a proactive, positive response to a legitimate concern! I'm wondering what this means if anything, and what you think is happening?? Please let us know if facilities are put into place, or what changes actually do happen...
