A couple points you should have clarified are; that Eccles is management and the SPCA does not have a pound contract with the City of Vancouver.

A question: if you are not union bashing why make the statement that you think the defiance is only occurring at unionized branches?

If an employee refuses to carry out a lawful safe order he/she is subject to discipline. This is true in any work site union or not. If no action takes place that is the fault of management not a union.

I think you will make better headway if the rhetoric is toned down a bit.
