I am concerned about a who is chained day in and day out at in Vancouver. I phoned the SPCA and reported that althought he seems to have food, water and a dog house he seems totally depressed and was suffering because he could not escape the heat. He was trying to wedge himself between his dog house and the wall of the garage (which the dog house butts up against) to get away from the intense heat last week - the only shade is in his dog house but it was likely stifling because it is not insulated. The SPCA has done nothing
