Then how is it that Russ Forand at the Kelowna SPCA can (under the PC ACT) conduct the "biggest seizure of dogs in the history of the SPCA" based on basic care re: food, water and shelter? According to Global TV the dogs in Kelowna weren't in critical distress but seized by the SPCA nonetheless.
