Whether it be one person enabling, or another person permitting their pet to have that first litter, or even believing problems with companion animals can be easily solved by simply surrendering them to animal shelters, it really boils down to education doesn't it? BCSPCA CEO Doug Brimacombe once said, it's not the animals we're having problems with, it's the people, and for once I agree with him.
