I think that the two should be separated. They have been doing both animal control and animal welfare, and nobody seems happy with either.

The problem is a real and imagined conflict of interest. There is no way around that.

The spca has 2 divisions now and look at the mess it is in. Why repackage it, slap on a new label and call it new and improved? Haven't we just gone through all that?
