SPCA says dogs need to be with other dogs... except when at an SPCA? *PIC*

Question: Why then does the BC SPCA keep dogs in mind-destroying solitary confinement (like the one in the picture below)? AAS has been told, sometimes by SPCA employees, of dogs the SPCA killed because its own facilities made the dog crazy therefore unsellable.
