I have always maintained that a shelter environment, which is always forced onto the animal, is no place to do an assessment.
My concerns about this have always fallen on deaf ears.
I can not understand how a so-called Expert on this subject can not see the various stresses an animal is under and even when making allowances for these, that it is very doubtful the true character of the animal can be found.
Many times an animal is killed because it is under stress and showing agressivness, which is only driven by fear.
And so the SPCA often appears to protect the human from the animal, rather than the animal from the human.
