If this is true it means that the Nanaimo SPCA is practicing limited surrender and that is very good news. We have understood for a long time that the Nanaimo SPCA kills fewer animals than most SPCAs and this would be largely the reason, that and the fact that the Nanaimo SPCA has no dog control/disposal contracts. The Nanaimo SPCA also attracts some first-rate volunteers who move heaven and earth to find a solution other than killing. Limited surrender agencies are more attractive to good people.
"Explore other alternatives". That means putting the responsibility back where it belongs, and that is the answer to the irresponsibility of pet dumping, not making a profit from irresponsible behaviour.
