More must be done to put bite on puppy mills

There is no longer a need for the SPCA.
Years of failing to uphold its mandate to serve and protect the animals, the employment of massive euthanasia as a means of population control, its highly paid management, financial bungling and lack of accountability and responsibility are just a few of the reasons not to renew an SPCA contract.
Municipalities would be better off to cut ties with this society.
