I agree as soon as you accept killing as a solution and no longer strive for a truly humane solution you are corrupted. Spay/Neuter, education and enforceable breeding laws are the solution.
Until policy makers (Provincial government and Municipal Councils) are made to see there is need for a truly humane solution, the killing will continue cheaply and unabated.
Unfortunately the Society that should be leading the charge to reform is complicit in killing as the cheaper solution.
Do I see a change in that in the foreseeable future? Unfortunately not - as the BC SPCA is a business that is protecting its bottom line first, and that is not the way it was supposed to be.
