This kind of cruelty is never funny, and should not be acceptable, or legal.
While growing up, I had two male siblings who were six and seven years older than me.
They tortured insects, they tortured frogs, and they tortured cats.
A lot of it was done while I was forced to watch.
"See what we can do?" my brothers would say. "You'd better not tell, because we can do anything we want, and we'll do it to you if you tell."
Is this really any different from walking past displays of fish, turtles, and so on, who are being tormented?
Except we are adults now, and we can tell, and we can say, "I will not shop here, I will not participate in this."
Many things are to be embraced in the name of cultural diversity.
But cruelty towards other living beings runs through all our cultures, and we should be looking for ways to expose, understand and eradicate it, instead of glorifying it.
