I think the SPCA has things backwards when it says it only steps in if they have evidence that the dogs were killed (shot) inhumanely. Evidence is a body with multiple gun shot wounds, or a witness, but is it likely that anyone on a reserve is going to report this kind of killing to the SPCA? Or perhaps the question is, how often has this kind of killing been reported by a witness to the SPCA? And that begs the question: if this has been reported, what has the SPCA done?
