I have not seen this facility nor do I know anybody involved, but their website strongly notes they take in very sick cats as a warning to volunteers. Considering they had close to 200 cats on their premises, ill animals and a handful of deceased ones is well within what would be expected. (So would 'a strong odor', especially considering it's a volunteer organization).
I have seen no references anywhere to this organization not providing adequate food and water. Symptoms of cat diseases like FIV and distemper include dehydration and emaciation. They can appear literally overnight.
I question the sensationalism used by the SPCA in bringing up the points they did and wonder why there are no references to actual neglect or abuse.
