Diane McKewon [not sure of spelling] is the manager.I believe that Penticton surrendered their warrant when they got into difficulties with trying to carry out a "no kill" policy while still honouring the BC SPCA "open door" policy. I think Diane was a board member. Penticton's warrant was restored before the Nov. 3, 2001 Bylaw vote. What always made me laugh was the fact that their warrant was restored under the terms of the new Bylaws which were not yet adopted by the Board of Directors. They were allowed to vote under the terms of the old Bylaws 'though because Brimacombe knew he could count on their support.
I've heard that the City of Penticton has exchanged land with the Branch and that the Branch is planning to build a new shelter. I hope Doug Brimacombe allows them to do so.
Doug Brimacombe is responsible for ALL hiring and firing throughout the BC SPCA. CACs have no authority or responsibility for the hiring of their managers, for the care of the animals in their shelters or where money is spent. He's the one who calls the shots!
